香港運輸處發牌的漏洞Hong Kong Transport Department licensing loopholes

據BBC英國廣播公司Inside Out 節目報導, 近日有司機通過北倫敦的非法代理商, 利用在香港的代理人編製香港駕駛執照, 幾個月後便取得英國駕駛執照。在香港, 駕駛人只要有回郵地址將駕照用郵寄便可以換牌, 而駕照不可以用來作為個人身份證明; 但在英國，駕照可以用來作為個人身份證明。香港政府和英國司機和車輛牌照局DVLA告訴BBC，他們正進行調查!

According to the BBC Programme 'Inside Out', some foreign drivers who would not normally be allowed to drive in the UK are obtaining licences via agents in North London who illegally exploit an arrangement with agents in Hong Kong.  In Hong Kong, driving licence can be mailed for licence renewal with a Hong Kong address and driving licence can not be used as personal identification but the British driving licence in the UK can be used as a personal ID.  The Hong Kong government and the UK Driver and Vehicle Licensing Agency (DVLA) told BBC they were investigating into alleged cases.

A BBC researcher's Indian licence was swapped by an agent into a full UK one via agents in North London.  The DVLA said work was already under way to tighten the law on standards required for drivers who exchange foreign licences.  Labour MP Louise Ellman, who chairs the Commons Transport Select Committee, is calling for an urgent review.  "This is deeply disturbing...That means people's lives may be at risk and it is an extremely disturbing situation - it shouldn't be allowed to happen."

Nationals from Japan, Korea and Hong Kong are allowed to swap their foreign licences automatically into a full UK licence without a driving test. For motorists from India, Pakistan, Nigeria, Malaysia, the USA, Israel and China, they are allowed to drive in the UK for a year before being required to take a driving test if they do not qualify for an immediate swap of their foreign licence.  Hong Kong Government should seriously conduct an investigation into alleged cases with the newly implement of travelling by car from China .
